There are lots of private ads in various magazines but I am worried that the boats may not be owned by the seller.
Is there a register of boats/owners so that sellers can be verified as the owners

No there isn’t. The best that you can do to establish ownership is ask the person who’s selling the boat to provide you with documents to do with the boat; license paperwork, documentation from the builder if they’re the first owner, repair bills and receipts for capital expenditure. Either that or go to a broker who should have done all the checks on your behalf.

The nearest you can get to a boat register is on Jim Sheads’s site here
It doesn’t provide the information you want but may nevertheless be useful. Its also presently nearly a year out of date as its only updated once a year.
